Justin is a Director of Pedersen Read and an experienced Senior Electrical Engineer with over 20 years of international experience across construction, electricity networks, infrastructure, and industrial sectors.

He leads the design and delivery of electrical, lighting, data, and security systems from concept through to construction, working closely with clients, contractors, and authorities to deliver technically robust and commercially sound outcomes.

Justin has particular expertise in lighting strategy and environmental lighting assessment. He advises on dark sky compliance, spill light control, and lighting effects within Assessments of Environmental Effects (AEE), helping clients balance functional performance, safety, and environmental responsibility. His work spans commercial developments, infrastructure, ports, industrial facilities, and public environments, with a focus on practical, evidence-based solutions that stand up to regulatory scrutiny.

He has played a key role in supporting advanced radar and space tracking infrastructure projects, including work associated with internationally significant space domain awareness facilities. These projects require integration of specialist electrical infrastructure, resilience planning, and close coordination with multidisciplinary and international stakeholders.

Justin also brings significant programme management experience from roles within Australia’s electricity distribution sector, including development and optimisation of large-scale capital works programmes. This background provides strong insight into asset lifecycle strategy, risk management, and long-term infrastructure planning.

Justin is a Chartered Professional Engineer and Chartered Member of Engineering New Zealand. Originally from Australia, he has been based in Christchurch for nearly a decade, where he lives with his family.
